One other thing to think about: South Korea and North Korea are connected, and surrounded by water. Unlike any other county opposed to the North Korean regime, if South Korea were to stand up to their Northern half, then they could be put down easily with no record of it given to the world. The ONLY way we in the U.S. would know is the fact that our military bases in South Korea would eventually get word of it, and let mainland U.S. know. All in all, to talk would be to be targeted. And since they are connected by land (unlike any other country that could protest), the chances of the world finding out that North Korea retaliated to South Korean protests is slim indeed.
